onchip offline neuromorphic computing

A full Spiking Neural Network (SNN) training and inference pipeline implemented entirely in hardware on an FPGA SoC. The system performs on-chip offline learning — once deployed, the chip runs inference, computes surrogate gradients, and executes backpropagation weight updates without any host PC.
